State Adoption Specialists
Each state has a state adoption specialist, who can usually provide
information on adopting waiting children in that state, statistical data,
licensed agencies, access to records, state adoption statutes, subsidy programs,
and other state-specific adoption information.

The state licensing specialist is responsible for the licensing of adoption
agencies in that state. He or she can provide information about the status of a
particular agency's license, and also handles complaints about agencies.
